Renewing Teams Phone and Calling Plans Under NCE: The Checklist Before You Confirm the Quantity
A Teams Phone renewal is several subscriptions renewing at once: the phone system license, a calling plan or carrier contract, the no-charge resource accounts behind every auto attendant and call queue, and the metered minutes that never appear on a license line. Under NCE each commits for its term, and the only moment to reduce a quantity without paying for the rest of the year is the renewal and the seven days after it.
What renews, and the NCE rules that apply
Teams Phone is layered. A user needs a base license that includes Teams, then Microsoft Teams Phone Standard, which our subscription page calls the phone system license, not the calling plan, then a way to reach the public network: a Microsoft Calling Plan, Operator Connect or Direct Routing. Microsoft 365 E5 already includes Teams Phone, so E5 users need only the connectivity path; our Teams Phone Licensing Calculator applies that rule with a verify flag.
Each layer is an NCE subscription with its own term and renewal date. From Microsoft NCE Explained: an annual term commits the quantity for the term, seats can be added any time, and reductions are limited to a short window after purchase or renewal, generally seven calendar days for commercial seat-based offers, with partner processing cutoffs making the practical deadline earlier. Annual billed monthly is still annual. The reconciliation below has to be finished before the renewal date, not after the invoice.
The SKUs and what they cost at Microsoft's list
IT Partner price list, September 2026 (US, commercial), per user per year on an annual commitment, then per month month-to-month:
- Teams Phone Standard: $120 / $12. The phone system only.
- Teams Phone Standard for frontline workers: $60 / $6. Our subscription page says to confirm the frontline rules in Microsoft's Product Terms first.
- Teams Phone with Calling Plan (country zone 1, US): $204 / $20.40. Phone system and a domestic plan in one SKU.
- Teams Phone with pay-as-you-go calling (zone 1): $156 / $15.60.
- Domestic Calling Plan: $144 / $14.40, or $96 / $9.60 on the SKU for customers in the US, UK and Canada.
- Domestic and International Calling Plan: $288 / $28.80.
- Calling Plan pay-as-you-go (zone 1): $36 per year, plus metered minutes.
- Teams Phone Resource Account: $0 per resource account, still ordered on a term.
- Teams Essentials with Teams Phone and domestic calling: $240 / $24, for a tenant with no Microsoft 365 base plan.
The bundle is $60 a year less than Standard plus the general Domestic plan ($264) and $12 less than Standard plus the US/UK/CA plan ($216); the calculator prices the parts separately so E5 users are not charged twice. The month-to-month premium is $24 a year on Standard, $28.80 on the Domestic plan and $40.80 on the bundle: the price of being able to reduce at any monthly renewal. Pay-as-you-go minutes, international overage and Communications Credits are metered by Microsoft and billed to you.
Reconcile licensed users, assigned numbers and actual callers
Three lists rarely agree: licensed users from the Microsoft 365 admin center, assigned numbers from the Teams admin center, and actual callers from the PSTN usage report for the last 90 days. Side by side:
- Users with a license and a number and no PSTN call in 90 days. Ask before reclaiming; a backup line is quiet on purpose.
- Leavers still holding a license and a number (our managed-service page names queues ringing to people who left in March as the classic symptom). Reassign the number, then remove the license.
- Users licensed for Teams Phone Standard with no number.
- E5 users who were also given Teams Phone Standard.
- Users on the frontline SKU who are not eligible under the Product Terms, and eligible frontline workers on the $120 SKU.
- Common-area phones licensed as users instead of with the Teams Shared Devices license, one per device.
Then the resource accounts. Every auto attendant and call queue needs one, licensed with the Teams Phone Resource Account SKU: no charge, but ordered and assigned, one per resource account that needs it. Count both and reconcile: orphaned accounts from retired menus go, a queue on a borrowed user license gets a proper one, and a resource account that outside callers dial directly also needs a number from your connectivity path.
Connectivity, international calling, E911 and number ownership
A renewal is when the connectivity model can change without paying for two: a Microsoft Calling Plan (Microsoft is the carrier), Operator Connect (a participating operator supplies numbers and bills calling) or Direct Routing (your carrier and a session border controller), per our Teams Phone Standard page. Time any change so the old SKUs stop at their renewal as the new contract starts. The Microsoft Teams Phone System Setup service ($3,500 per project) covers porting and the call-flow build when the model changes; leaving RingCentral, 8x8 or Zoom Phone is its own migration.
International: the Domestic and International plan costs $144 a year more per user than the Domestic plan; price 90 days of each user's international minutes at your ordering-flow rates before choosing it.
Emergency calling: every number needs a validated emergency address, and a site that moved since the last renewal has a wrong one. Number ownership: on a Calling Plan the numbers are Microsoft-provided or ported in and leave by porting out; on Operator Connect the operator holds them; on Direct Routing they stay with your carrier. Per Microsoft's documentation at the time of writing, removing a user's Teams Phone license affects the number assigned to that user, so reassign every number you intend to keep before the license comes off. Term alignment, and what the managed service covers
From NCE annual vs monthly: fragmented renewal dates make reductions easy to miss, so co-term the Teams Phone, calling plan and resource-account subscriptions where the offer allows. Put the stable core on annual terms and the variable seats (seasonal staff, a project team, a branch under review) on monthly; the monthly premium is $24 a user a year on Standard, and it is the only way to reduce between annual renewals.

Frequently asked questions
Do Microsoft 365 E5 users need Teams Phone Standard?
No; E5 includes Teams Phone, per the rule on our calculator and our porting guide, so those users need only a calling plan, Operator Connect or Direct Routing. Verify against Microsoft's current plan comparison before removing licenses.
Is the Teams Phone with Calling Plan bundle a better buy than the two parts?
At list it is $60 a year less per user than Standard plus the general Domestic plan, and $12 less than Standard plus the US/UK/CA plan. Keep the parts separate when some users are on E5 or when you want the two on different terms.
Can we drop calling plans for ten users mid-term?
On an annual term, no: reductions wait for the renewal date or the seven-day window after it. On a monthly term, at the next monthly renewal.
Do auto attendants and call queues need a paid license?
Each runs on a resource account licensed with the Teams Phone Resource Account SKU, listed at no charge but still ordered on a term and assigned, one per auto attendant and per call queue.
Can we give office staff the frontline Teams Phone SKU to save $60 a year?
Not unless they meet Microsoft's definition of a frontline worker in the Product Terms; our subscription page says to confirm the rules before using the FLW SKU.
