01 People who need a phone number
Each one needs Teams Phone plus a way to reach the public network. Microsoft 365 E5 already includes Teams Phone; everyone else adds Teams Phone Standard.
02 Connectivity
How calls reach the public telephone network — one path per user.
Microsoft is the carrier; the plan is a per-user Microsoft license.
Pay-as-you-go minutes and overage are metered by Microsoft (or your carrier) and billed to you; this site does not estimate them.
03 Auto attendants and call queues
One resource account each. The Teams Phone Resource Account license is listed at no charge in the current price list; it is still assigned.
04 Common-area phones
Lobby, warehouse and meeting-room handsets not tied to a person use the Teams Shared Devices license, one per device.

How the licensing works
Microsoft 365 E5 includes Teams Phone. Microsoft 365 E3, Office 365 E3/E5, the Business plans and F3 do not — those users add Microsoft Teams Phone Standard. verify with Microsoft
Teams Phone is the phone system, not the calling. Every user who dials the public network also needs a Microsoft Calling Plan, Operator Connect, or Direct Routing.
Operator Connect and Direct Routing are billed by the operator or carrier, not by Microsoft. The calculator carries the per-user figure you enter and labels it as a carrier charge.
Each auto attendant and call queue uses a resource account licensed with the Microsoft Teams Phone Resource Account SKU, which the current price list carries at no charge.
Common-area phones (lobby, warehouse, meeting-room handsets) use the Microsoft Teams Shared Devices license, one per device. verify with Microsoft
Metered calling — pay-as-you-go minutes, international overage and Communications Credits — is billed by Microsoft to you. The calculator only carries the budget you enter.
Quick start

- Base plans. Users on Microsoft 365 E5 carry Teams Phone already; users on Microsoft 365 E3, Business Premium and the other plans add Teams Phone Standard. Rule R1 above names the sources and its verification flag.
- Carrier charges. Operator Connect and Direct Routing figures are yours, entered per user per month; the session border controller for Direct Routing, number porting fees and E911 services are not modelled.
- Metered usage. Pay-as-you-go minutes, international overage and Communications Credits are Microsoft’s metered charges billed to you. The calculator carries only the budget you enter.

Teams Phone licensing FAQ
Do Microsoft 365 E3 or Business Premium users need Teams Phone Standard?
Yes. Microsoft 365 E3, Office 365 E3 and E5, the Business plans and F3 do not carry Teams Phone, so each user who needs a phone number adds Microsoft Teams Phone Standard. Microsoft 365 E5 includes Teams Phone; those users only need a connectivity path. Enter the E5 headcount in the second field and the calculator drops the add-on for them.
What does a Microsoft Calling Plan cost compared with Operator Connect or Direct Routing?
A Microsoft Calling Plan is a per-user Microsoft license, priced here from our catalog at list price. Operator Connect and Direct Routing move the calling to an operator or carrier whose contract price is not in Microsoft's price list, so the calculator carries the per-user figure you enter and labels it as a carrier charge. Direct Routing also needs a session border controller, which is not modelled.
Do auto attendants and call queues need a license?
Each auto attendant and call queue runs on a resource account, licensed with the Microsoft Teams Phone Resource Account SKU. The current price list carries it at no charge, but it still has to be added to the tenant and assigned. Add one per auto attendant or call queue; a resource account that must be dialled from the public network also needs a phone number from your connectivity path.
How are common-area phones licensed?
A lobby, warehouse or meeting-room handset that is not tied to a person uses the Microsoft Teams Shared Devices license, one per device, instead of a user license. Our catalog has no page for that SKU yet, so its list price is an input on this page with an empty default; the total waits until you enter it.
Are pay-as-you-go minutes included in the totals?
Only as the budget you enter. Pay-as-you-go minutes, international overage and Communications Credits are metered by Microsoft and billed to you at Microsoft's rates; this site does not estimate them. The calculator shows the budget as its own line so it is never mistaken for a license.
