Windows 365 Cloud PC for Contractors and BYOD: When a Cloud PC Beats Shipping a Laptop, and What Decides the Cost per Seat

Every contractor engagement starts with the same logistics: buy or reimage a laptop, ship it, wait, ship it back, wipe it. A Windows 365 Cloud PC removes the shipment. The contractor signs in from their own machine, the desktop and its data stay in Microsoft's cloud, Conditional Access and Intune apply to the Cloud PC rather than to a device you do not own, and offboarding is a license change. This article covers what protects the data, Business vs Enterprise, cost drivers, and when a laptop is still right.

The laptop problem with contractors and personal devices

A 40-person engineering firm with six contractors a year has a small fleet problem: six laptops in transit, six images to maintain, six returns that arrive late or not at all, six drives holding project files after the engagement ends. The alternative most firms drift into is worse: the contractor uses their own laptop, gets an account, and syncs OneDrive to a disk nobody manages. Intune app protection covers phones; a personal laptop with a full desktop of company files is a different exposure.

The requirement: company data lives on a machine you control, the contractor works from wherever they are, and leaving takes minutes. Shipping hardware meets the first two and fails the third.

What a Cloud PC is, and why the data never leaves it

Microsoft's definition: "Windows 365 securely streams your Windows desktop, apps, settings, and content from the Microsoft Cloud to a Windows 365 Cloud PC." The Cloud PC is a persistent Windows machine that belongs to one user, reachable "from any Windows, Mac, iOS, or Android device" with the Windows App or an HTML5 browser. Microsoft's FAQ names the case: "a contractor who works for several companies could have a Cloud PC assigned to them by each customer."

The personal device renders pixels and sends keystrokes. Whether anything more crosses that boundary is a policy decision, and the defaults lean the right way: Microsoft's documentation states that clipboard, drive, USB and printer redirection are disabled by default for Cloud PCs (as reported from Microsoft Learn's "Manage RDP device redirections for Cloud PCs" on 2026-09-27; verify current defaults there). Left off, a file cannot be dragged to the local disk, pasted into a personal app or printed at home. Intune's settings catalog also carries screen capture protection and watermarking for Cloud PCs, and Microsoft opened a public preview of display protection for Windows 365 in the week of September 7, 2026 (as reported by Big Hat Group; verify on Microsoft Learn).

One more piece: Microsoft's Global Secure Access client for Windows lists Windows 365 as supported (February 2026), so a contractor's Cloud PC can reach an internal file server or ERP through Entra Private Access with no VPN client on the personal machine.

Conditional Access and Intune on the Cloud PC, not on the contractor's device

A Windows 365 Enterprise Cloud PC is an Entra-joined device managed in Intune, so the compliance check evaluates the Cloud PC itself rather than the connecting endpoint (as reported from Microsoft Learn's Windows 365 Conditional Access documentation on 2026-09-27; verify there). That inverts the BYOD problem. The Cloud PC carries the compliance policy, the Defender sensor, the update ring and the local administrator restrictions, and Conditional Access on the Windows 365 and Azure Virtual Desktop cloud apps requires multifactor authentication before the session opens.

Three notes from our deployments. Target the Windows 365 and Azure Virtual Desktop apps in the policy; otherwise MFA is not enforced on the connection path. Do not copy a physical-device compliance policy that requires BitLocker; Cloud PCs do not report it and will show as non-compliant (as reported; verify on Microsoft Learn). And use the same Conditional Access baseline you apply to employees, with a named contractor group whose policies are stricter.

Business or Enterprise for this use

Business is "for smaller organizations (up to 300 users)," and Microsoft's FAQ says "no other Microsoft licenses are required." Enterprise requires that "each user must be licensed for Windows 11 Enterprise or Windows 10 Enterprise, Intune, and Microsoft Entra ID P1," which Microsoft lists as included in Microsoft 365 Business Premium, F3, E3 and E5. Everything in the previous section assumes Enterprise. For contractors who touch client data, we specify Enterprise on a monthly term. For a contractor who needs Office and a browser for six weeks, Business is enough.

Sizes, and what decides the cost per seat

Microsoft's Business plan page lists three sizes: 2 vCPU, 8 GB, 128 GB, "ideal for running a range of productivity tools and line-of-business apps"; 4 vCPU, 16 GB, 128 GB for "high-performance workloads and heavier data processing"; and 8 vCPU, 32 GB, 256 GB "for design and engineering workstations." Enterprise adds a GPU Standard size. Most contractors fit the 2 vCPU, 8 GB machine; developers and analysts want 4 vCPU, 16 GB; CAD needs the 8 vCPU or GPU size, where a laptop starts to compete again.

Three decisions set the per-seat price: size, edition and term. The Windows 365 SKUs are not on the September 2026 price sheet this article is built from, so we print no Cloud PC prices here; the per-size list prices on annual and month-to-month terms are on our Windows 365 Business and Windows 365 Enterprise pages. For contractors the term usually decides: a month-to-month seat costs more per month than an annual seat but ends when the engagement ends, and NCE annual vs monthly shows where the break-even sits.

The Cloud PC is not the only seat. A contractor working inside your tenant needs a user account and a license for the apps they use; Microsoft 365 Business Standard, with the desktop apps, is $168.00 per user per year on an annual commitment or $16.80 per user per month month-to-month (Microsoft list price, September 2026 price list). Offboarding in minutes

The day the contract ends: remove the user from the contractor group, which drops the Conditional Access exceptions and the group-based Cloud PC license, revoke the user's sessions, and let Windows 365 deprovision the Cloud PC after its grace period (the sibling article explains the grace period and how to reclaim a seat without losing data). The personal laptop holds nothing because redirections were never on.

The sequence leaves evidence: sign-in logs for the Windows 365 app, the Intune device record for the Cloud PC, and the license removal date. That is the trail an insurer or a client security questionnaire asks for, as covered in the cyber insurance questionnaire.

When a laptop is still right

A Cloud PC needs a steady connection. Field engineers, auditors on client sites and anyone who works on planes should have a managed laptop. Regulated work that requires the physical device to be controlled (some defense and payment environments) is not solved by a virtual desktop on an uncontrolled endpoint, because a compromised personal machine can still capture keystrokes. And a contractor you expect to keep for three years costs less on an Autopilot-provisioned laptop than on a Cloud PC plus the laptop they already own.

The middle path is Windows 365 Link, Microsoft's purpose-built device for Windows 365, or a company-owned laptop that only runs the Windows App. Either gives the contractor a managed endpoint with no local data and still avoids the image and the return.

Do contractors need a Microsoft 365 license as well as a Cloud PC?

Usually. The Cloud PC provides Windows; the apps inside it need their own license, such as Business Standard at $168.00 per user per year (Microsoft list price, September 2026 price list). A guest account works only for lightweight collaboration.
