Use measured numbers from a pilot instead

Tip: license by role, not by headcount. The seats that cost the same but never become active are what turn a sound case into a weak one; the active share is the input to be honest about.

Six rules, all visible in the results table. There is no hidden productivity multiplier: if you change an input, the output changes by exactly that arithmetic.
Cost is seats × price, plus anything recurring you add. Every licensed seat costs the same whether or not the user opens Copilot. Bundle editions are priced as the increment over the base plan you already pay for.
Only active users create value. Active users = seats × active share. The default comes from our pilot write-up; your Copilot usage report gives the real figure after a pilot.
Value is hours, not hope. Gross minutes saved per active user per working day × working days ÷ 60 = gross hours; × realization = realized hours; × loaded hourly cost = value per month.
Break-even minutes is the minutes per active user per day at which monthly value equals monthly recurring cost. Read it before anything else.
Ramp and one-time costs shape payback. Value grows evenly from zero to steady state over the ramp; one-time services and internal project time land in month one; payback is the first month in which cumulative value covers cumulative cost.
The sensitivity grid recomputes the steady-state annual net for 10, 20, 30, 45, 60 minutes a day against 40, 60, 80, 100 percent active, so the decision does not rest on one cell.

What does the calculator count as value?
Hours. Active users × gross minutes saved per working day × the realization share, valued at your loaded hourly cost. Nothing else — no revenue uplift, no headcount effect. If saved time does not become usable capacity in your organization, lower the realization share until the figure feels defensible.
Why is break-even the headline instead of a return figure?
Because break-even needs no forecast. It answers one question from your own cost and rate: how many minutes per working day must each active user save for the seats to pay for themselves at steady state. If that number looks reachable for the roles you plan to license, the investment case exists; if it does not, no assumption about productivity will rescue it.
Where do the defaults come from?
From our own published pilot write-up and scaling guide: the active-user share, the measured minutes per day, the realization discount, the loaded rate and the internal project rate are listed with their source and the date we last checked them. They are starting points, not claims about your tenant. A pilot with a week-zero baseline replaces them with measurements.
Why do the bundle editions show a smaller price than the add-on?
Business Standard with Copilot and Business Premium with Copilot are single SKUs that replace the base plan. The cost of adding Copilot is therefore the difference between the bundle and the plan you already pay for, which is what the calculator prices. The full bundle price is on the plan page.
Are agent credits and pay-as-you-go included?
Only if you enter them. A Copilot seat covers Copilot in the apps and Copilot Chat; agents built in Copilot Studio and agent use by unlicensed users are metered in Copilot credits and billed by Microsoft to your Azure subscription. Size them in the Copilot Studio estimator and add the monthly figure here; Microsoft's metered charges are always the customer's.
