Microsoft 365 Copilot Licensing and Pricing in 2026: Base-Plan Prerequisites, the Per-User Add-On, Pay-as-You-Go, and What Copilot Studio Adds

Microsoft 365 Copilot is an add-on license, and Microsoft's license-options article lists more qualifying plans than most people assume. For the Microsoft 365 Copilot SKU: Microsoft 365 E5, E3, F1 and F3; Business Basic, Standard and Premium; Apps for business and for enterprise; Office 365 E1, E3, E5 and F3; Teams Essentials, Enterprise and EEA; Exchange Kiosk and Plans 1 and 2; SharePoint Kiosk and Plans 1 and 2; OneDrive Plans 1 and 2; Planner Plan 1, Project Plans 3 and 5 and Project Online Essentials; Visio Plans 1 and 2; and Clipchamp.

The smaller SKU, Microsoft 365 Copilot Business, attaches only to Microsoft 365 Business Basic, Business Standard, Business Premium and Apps for business, and Microsoft's catalog description caps it at 300 seats, the same ceiling as the Business plans, which our 300-license limit guide explains.

Government tenants get it as an add-on to Microsoft 365 G3, G5 and F1 and the Office 365 G and F plans; the academic offer attaches to A1, A3 and A5; our GCC and education pages carry those prices.

On our Microsoft 365 Copilot page, at the September 2026 US price list, the Commercial SKUs are:

• Microsoft 365 Copilot: $360 per user per year on an annual commitment paid up front, or $378 billed monthly ($31.50 a month); the three-year SKU lists at $1,080 for the term, the same $360 a year.
• Microsoft 365 Copilot Business: $252 per user per year paid up front ($21 a month), $264.60 billed monthly ($22.05 a month), or $25.20 a month on a one-month commitment.

Those are Microsoft's list prices in every channel; nonprofit prices are on the charity page.

What a seat includes, from Microsoft's overview: Copilot inside Word, Excel, PowerPoint, Outlook, Teams, Loop, OneNote, Whiteboard and Forms; Copilot Chat grounded in the user's work data through Microsoft Graph; Copilot Search; and agents, including Copilot Studio agents, without metering for that user. Users on an eligible plan without the add-on get web-grounded Copilot Chat at no additional cost, with standard rather than priority access.

The commitment matters more than the unit price: an annual commitment keeps its quantity and end date for the term, so pilot on the shortest term the SKU allows, then buy annual seats for the people the pilot proves out. Not everyone needs a seat. Pay-as-you-go covers Microsoft 365 Copilot Chat agents, SharePoint agents and the Copilot Retrieval API in preview, billed in Copilot Credits to an Azure subscription in your tenant. From Microsoft's documentation:

• It is disabled by default. A Global, Billing or AI administrator creates a billing policy in the Microsoft 365 admin center, naming an Azure subscription and resource group in the same tenant and a scope of all users or one security group, then connects the policy to each service; an unconnected policy enables nothing.
• The meter is Microsoft's: $0.01 per message in the meters article, with credits per interaction by type in the rates our Copilot Studio estimator carries from Microsoft's billing page: a classic answer 1, a generative answer 2, an agent action 5, a message grounded in tenant Graph data 10. It lands on your Azure invoice; no partner resells, discounts or absorbs it.
• A budget alerts; it does not cap. Microsoft states that a billing-policy budget sends email notifications, which can take up to 24 hours, and does not stop usage; disconnecting the policy stops access.
• Users who hold a Microsoft 365 Copilot license are not metered for those interactions; their seat covers them.

Copilot Studio is the tool for building your own agents and the capacity they consume. On our Copilot Studio page, the tenant capacity pack lists at $2,400 per year paid up front, $2,520 per year billed monthly, or $240 a month on a one-month commitment; the separate Copilot Studio User License for access to the authoring tool lists at $0.

Microsoft's capacity-pack article explains the paid SKU: a prepaid, tenant-wide block of 25,000 Copilot Credits per month, replenished each billing period and drawn first, with overage switching automatically to pay-as-you-go on the connected Azure subscription. Pay-as-you-go must be active before a pack can be used, and a Global Administrator allocates the credits to environments in the Power Platform admin center.

The buying question for agents is arithmetic: a pack covers 25,000 metered credits a month and pay-as-you-go covers the rest. The Copilot Studio estimator turns agents, sessions and message mix into credits and compares packs against the meter; where Microsoft has not confirmed a rate, it says so. 1. Confirm every intended user's base plan against Microsoft's list; Business-plan users may be better served by Copilot Business if you stay under 300 seats.
2. Fix the data first: Copilot shows a user only what that user can already see, which is both the point and the risk. The Copilot Readiness Assessment reviews permissions, labels, DLP and audit for $4,950; the oversharing guide explains what to look for.
3. Turn on pay-as-you-go for the long tail; someone who asks an agent one question a week does not need a $360 seat.
4. Pilot on the shortest term, measure, then buy annual seats for the cohort that used it; the Deployment and Adoption service runs the cohorts and waves at $45 per user with a $4,000 minimum.
5. Put the renewal date and seat count in a calendar someone owns and review usage monthly; our managed adoption service does that review for $6 per licensed user per month.

Do we need Microsoft 365 E3 or E5 to buy Copilot?

No. The Business plans qualify, as do Office 365 E1, E3 and E5, the F plans, Apps for business and enterprise, and stand-alone Exchange, SharePoint, OneDrive, Teams, Visio, Planner and Project plans.

What is the difference between Copilot Chat and Microsoft 365 Copilot?

Copilot Chat comes with an eligible Microsoft 365 subscription at no additional cost and works from the web; Microsoft 365 Copilot is the paid add-on that grounds Copilot in the user's work data and puts it inside the apps.

Is there a monthly option?

Copilot Business lists a one-month commitment at $25.20 a month; the full SKU lists annual and three-year commitments, with the annual term billable monthly.

Do licensed users consume Copilot Credits?

Not for agent interactions inside Copilot Chat, Teams and SharePoint. Unlicensed users inside a connected billing policy are metered.

Do we need Copilot Studio to use SharePoint agents?

No; SharePoint agents need only pay-as-you-go billing and meter Copilot Credits on your Azure subscription. A capacity pack is optional prepaid capacity for the same credits.
