All physical cores must be licensed. Whatever runs on the box, every core on it counts.
Minimums apply: at least 8 core licenses per physical processor, and at least 16 per server — even for smaller chips.
Datacenter Edition allows an unlimited number of Windows Server OSEs/VMs on a fully licensed server.
Standard Edition covers up to 2 OSEs when all cores are licensed. Each additional full set of core licenses (meeting the same minimums) adds 2 more OSEs/VMs.
Licenses are sold as 2-core packs, so the pack count is the core-license count divided by two.
