Choose E3 when you need Windows 11 Enterprise, unlimited email archiving, full Data Loss Prevention and Standard eDiscovery, or you're at — or growing past — the 300-seat ceiling that Business plans can't cross.

What most comparisons get wrong — and what changed in 2026

A lot of charts treat E3 as simply “more” than Business Premium. The reality is narrower, and it got narrower in 2026.

Out of the box, Business Premium includes Defender for Business — endpoint protection with automated investigation and response that's actually more capable for a small business than the Defender for Endpoint Plan 1 that ships with E3. And in the July 2026 update, Business Premium's price held while its mailboxes grew to 100 GB, erasing what used to be a clear E3 advantage.

Meanwhile E3 closed one of Business Premium's old wins: as of July 2026 it includes Defender for Office 365 Plan 1 (previously a paid add-on) plus upgraded Intune. If you've been paying for those as add-ons on E3, that's worth auditing before you renew — you may be double-paying.

What still genuinely separates them: E3 gives you Windows 11 Enterprise, unlimited auto-expanding archive, full DLP and Standard eDiscovery, and no 300-seat ceiling. Those matter enormously to a regulated 400-person firm and barely at all to a 90-person one. That's the whole decision in one sentence.

How to actually decide

Most companies don’t put everyone on one plan. A common, cost-smart pattern: Business Premium or E3 for the group each genuinely fits, mixed in the same tenant, sized per role. If you’re sizing a mixed environment, start from the subscriptions catalog — or we’ll do it with you on a call.

Is Business Premium cheaper than E3?

Yes — Business Premium runs roughly two-thirds of E3's per-user price, and it held steady in the July 2026 update while E3 increased at renewal. But the better question is fit, not price: paying less for a plan that's missing something you need isn't a saving.

Can I use Business Premium for more than 300 users?

No. Business-family plans cap at 300 seats, and it's a hard limit. Past that you move to E3 or E5.

Does the 300-seat cap include contractors and part-timers?

Yes — it's the total number of Business-family seats across your entire tenant, including part-time staff, contractors, and shared accounts. A 280-employee company with 30 contractors is at 310, which is over the limit. If you're near 300 today, it's usually cleaner to start on E3 than to migrate mid-term.

Which has better security, Business Premium or E3?

For organizations under 300 users, Business Premium often has the stronger out-of-the-box posture: its Defender for Business includes automated investigation and response that E3's Defender for Endpoint Plan 1 doesn't. E3 pulls ahead on Windows Enterprise security features and on compliance (full DLP, Standard eDiscovery). For advanced threat protection beyond either, you're looking at E5.

If we run eDiscovery cases, does everyone need E3?

No. Only the people who actually manage, search, place holds on, or export cases need an E3 license. The employees whose data is being preserved (custodians) don't — their mailboxes, OneDrive, Teams chats, and SharePoint content stay searchable and preservable regardless of their license. So a 250-person firm running occasional legal holds might put E3 on just the few people in legal or compliance and keep everyone else on Business Premium.

Can I mix Business Premium and E3 in the same tenant?

Yes. Assigning plans per role is normal and usually the most cost-effective approach.

Do both support Microsoft 365 Copilot?

Yes. Both qualify for the paid Copilot add-on — Business Premium via the Business add-on, E3 via the Enterprise add-on.
