If we have a 12 core server, can we do one Server 2019 VM and one Server 2016 VM or do they both have to be 2019 or 2016 for the keys to work?

The answer is Yes.
Each Volume License comes with a Downgrade benefit, so you can install and activate different versions of the product on different computers. Microsoft provides different activation keys for different versions and also you would be able to download the installation files for previous versions as well.
