Project Server
Microsoft Project Server is an Enterprise Project Management (EPM) solution designed to effectively manage a portfolio of projects with shared resources. To license Project Server, one must purchase a Server license for each server and then purchase Client Access Licenses (CALs) for either users or devices. A Device CAL is assigned to a device and allows multiple users to use that device. A User CAL is assigned to a user and allows that user to use multiple devices.
After license procurement one can find media for current and previous versions in all available languages on the Microsoft VLSC website. Before purchasing licenses, please carefully read the Project Server 2019 Licensing Datasheet.

This license grants the right to use Project Server in 1 physical or 1 virtual environment on the licensed computer (server).

Client licenses
Device CAL Standard
Project Server 2019 Device CAL Standard license grants the right to use the server functionality from one device to any number of users. To calculate the required number of Device CAL Standard licenses, you need to calculate the number of devices on the network through which users use the server functionality. Server edition does not matter.

User CAL Standard
Project Server 2019 User CAL Standard license grants the right to use the server functionality to one user using any number of devices.
